Project summary

There is an increased need of R&D projects, international co-operation and networking, co-ordination of the national and European research activities in present and future Framework Programmes especially in the New Member States (NMS), the Associated Candidate Countries (ACC) and the Newly Independent States (NIS). ATVN-EU-GP came to fill out this gap. ATVN-EU-GP will not only identify and exploit good practices but further improve them to act as showcases by preparing of professional audio/video templates which will be instrumental in the achievement of the eEurope targets and IST Call 3 objectives. ATVN-EU-GP will demonstrate how to use prepared templates by creation of professional audio/video content in selected IST areas in order to stimulate, encourage and facilitate the participation of organization from the NMS, the ACC and the NIS. Also important is to prepare them for future, international co-operation, to improve the networking and co-ordinate the national, regional and European research activities. ATVN-EU-GP will also trigger the impetus for new research and preparation of good practices projects in different selected IST areas. Showcasing and promoting the best projects from the NMS, the ACC and the NIS around the world will mobilize European industrial and research community around high-risk long term goals and will increase innovation and competitiveness in business and industry. The multimedia library with the audio/video programmes of the best of "Best Practice Projects" will enable access to the best examples of good practice activities, giving the IST society a perfect resource and guidelines for new projects' ideas. It will accelerate research and by disseminating the best examples reduce barriers in the IST society in United Europe. ATVN-EU-GP is a kind of continuation of ICMAITN project (IST-2001-38635) in which scientists and specialists exchange their knowledge.

Strategic objectives

ATVN-EU-GP is addressing to the following strategic objectives.

  • To stimulate, encourage and facilitate the participation of organization from the New Member States, the Associated Candidate Countries and Newly Independent States and to prepare them for future international co-operation to improve the networking and co-ordinate the national, regional and European research activities. It will trigger the impetus for new research and prepare good practice projects in selected IST e-area.
  • To increase innovation and competitiveness in European business and industry.
  • To mobilize the industrial and research community around high-risk long-term goals through showcasing and promoting their best of good practice projects around the world.

Specific objectives

  • To select the most active institutions of good practice projects in the selected IST area, to define and upload their profiles to the data base.
  • To build and upload computer data base with:
    • list of the best (most active) institutions in the IST area;
    • list of good practice projects.
  • To organize the commission for selecting the best good practice projects.
  • To define the criteria for choosing the best examples of good practice projects.
  • To prepare broadcast quality audio-video templates with guidelines of the selected of the best of 'Best Practice Projects'.
  • To create, prepare and build a multimedia library on the ATVN Internet television platform www.atvn.pl/european-union/goodpractices/ showcasing the best examples of good practice projects.
  • To create and build a web-site as a knowledge dissemination platform for the project.
  • To disseminate knowledge of best examples of good practice activities in the European Union, in the ACC, in the NIS and around whole Europe and the world in the most knowledgeable way by using audio/video materials, press releases, reviewed scientific journals and daily newspapers.
  • To present the project idea at the selected thematic conferences in the Member States (MS), NMS, ACC and NIS countries.
  • To organize a conference with brainstorming and with the exhibition of examples of good practice projects from partnering countries.
  • To organize a brokerage event and seminars where researchers, academics and businessmen can meet and build new consortia. The audio-video instructional materials will be showcase.
  • To prepare and distribute the training materials for the brokerage event participants.
  • To prepare assessment and evaluations.

Goals

  • To promote worldwide audio-video instructional materials with know-how of the best good practice projects identifying the RTD projects funded under the European Commission of the IST Program. They will be modular and customizable for any particular user and will typically consist of a methodology, an associated set of tools and software in open-source form.
  • To provide, store and showcase proven, well documented approaches in the RTD area.
  • To promote research competencies in the NMS, in the ACC and in the NIS.
  • To promote European technologies confirming Europe as a leading force in the field of multimedia content and technology.
  • To enable ACC researchers to have access to knowledge, skills, technology and facilities available in the NMS and MS.
  • To strengthen Europe's participation in the international R&D activities.
  • To give scientists and researchers ideas on how to prepare their projects to make them the best ones.
  • To contribute to a co-operation between researchers working in the same area.
  • To encourage young researchers.
  • To create new research and business partnerships by establishing the consortia.
  • To encourage the adoption of the best of "Best Practice Projects".
  • To give a critical assessment of success factors and lessons of failure which may lead to transfer and dissemination of good practices across Europe and around the world, particularly in the less-favoured regions.
  • To develop a long-term shared vision for research, exploitation, and stimulation of the future coordinated proposals of national programs.
  • To develop the set of tools and computer software in open-source form to ensure interoperability of solutions to overcome weakness in choosing criteria for open contest in the best of "Best Practice Projects" which are critical for European competitiveness and for addressing societal challenges.
  • To make a definition of the best of "Best Practice Projects" based on the multi-criteria methodology.

Potential impact

Potential impact European level benefit (added-value)

The whole purpose of the project is to show and promote the research projects and scientific results achieved in the NMS, the ACC and the NIS countries which, due to different reasons (mainly financial ones), are not visible or hidden.

By means of programs available on the multimedia library http://www.atvn.pl/achiwum as well as data base prepared within the project, the best selected practices will become visible and this will enable the MS organizations to receive the information on them as well as to get in contact with project leaders from the Eastern and Central Europe.

Concerning the main goal of EC policy (sustainable development of different regions of Europe and economy competitiveness-eEurope 2005 document) the project undertakes these challenges. ATVN (Academic Internet Television Network) run by WP Leader 5 Krystyna Rudowska is the first (and still the only one) internet television (partially financed by IST 5FP project) which in just 2 years becomes very popular among researchers, scientists and engineers. The experience gained during its lifetime and its popularity will influence considerably the general European benefit.

In parallel to programs broadcasted, the brokerage activities will be made (mapping of the Eastern & Central European potential in selected e-areas, selection of the most active organizations and the good practice projects) facilitating the easy contact between potential partners in these countries, as well as with MS representatives aiming at common IP, NoE and STREPs projects in the next FP6 and FP7 calls.

Due to the thoroughly selected project partners (NCPs and/or info centres) the co-operation between other IST project (especially accompanying actions like: Idealist34, European_ IST and Mentor+) will be assured increasing the potential effect of different activities which are not competitive but complement each other. The project combines the complementary expertise of the participants to generate added value with respect to the individual participant programs.

Facilitating research-business relations

One of the well known problems in all Eastern and Central Europe countries is weak relation of research and business environments what in practice means almost no practical implementation of very good and excellent ideas, results and prototypes - very often such ideas are being transferred and implemented to the US or Asian countries.

Despite of some successful project coordination in IST FP5, there are almost non-coordinated projects in the NMS and the ACC countries in IST FP6. New instruments seem much more difficult and often not friendly for small research teams and SMEs. Most of the IP ideas are being elaborated by strong industrial and research groups mainly from the MS countries. Very often they do not have any relationship and never cooperated with organizations from the NMS and the ACC countries and do not even know much about them. Internet platform implemented within the project will enable to learn (in the easiest and cheapest way - by internet) about potential partners from these countries and facilitate the contacts with them by means of brokerage support within the project.

Dissemination and exploitation

This is important that the established multimedia library on the www.atvn.pl platform will have some sustainability after project termination and this is possible to involve especially the European NCP network for the IST, but also partners with possibility to maintain specific actions and services after the termination of the project.

The impact of setting up the new project's web site will help organizations to participate in the project proposals, partners search and exchange of information on the best of "Best Practice Projects".

A specific database will be developed by partners, in order to promote the competencies of research world from the NMS, ACC and NIS and to support interested parties to join/build projects within FP7.

A specific attention will be allocated on the multimedia library on the ATVN Archive as the case of presentation. The case studies will present successful collaborations and will be used as a promotional instrument. There will also be a promotional and information sharing impact from the specific materials elaboration phase and information, promotion and awareness campaigns. First of all, high quality information printed materials will be elaborated and prepared for distribution by the project partners during the events to be held under the project and after the project termination by the NCPs. Also a project's web-site will be designed and maintained by the partners.

Brokerage events will be organized in each participating countries. The aim of each brokerage event will be networking and information will be exchanged. As the results, partnerships will be established and idea/project proposal discussed. Information including the lists of participants and proceedings will be produced and disseminated via website, thus having a wider European impact. A European impact will have also the European Conference organized in Poland, where all the participating organizations will be invited to. The final results of the project will be presented there.

Dissemination actions are contained within the last work package and will be very important for the later part of the project. The best practice document will be available on the website and as a paper copy, being widely disseminated.
